Costa Rica is roughly the size of the state of West Virginia. CR had no military but does boast a literacy rate higher than that of the US and medical care is free to any resident. English is the second language in CR and everyone knows some English.
CR is easy to get to as there are many non-stop flights from most major US cities. There are two international airports, San Jose and the new one in northern CR, Liberia International. Both airports are very “Gringo” friendly and US citizens only need a passport to get into the country.
